Did the phone do this before you added any of your own settings? I mean just as a factory phone with just VoiceOver on, but no personal settings at all? exactly which model phone is it? If it does speak the code stufh without any of your settings, then I'd keep asking for another phone until you find one that doesn't do that. If it only starts after you sign in with your Apple ID, or setup your mail, etc. then it is clear that there is a problem with your account. sounds like a royal pain ...
