Up to you. When I got my 4s iOS 7 was preinstalled so had no choice. But
I love it now more than I did on the 4. I love the Siri improvements,
mind you I am behind in the Siri game so they are all new to me. Just
now I asked him to call my surgery and he did with no effort whatsoever.
Back to the subject totally up to you but if you are happy with iOS 6
stick with it. But if you want to check out the features, both new and
enhanced, then by all means upgrade.
