You should talk to AT&T, if they don't want to lower your bill you can
simply ask for your 4S to be unlocked and you can then go to any MVNO
(Mobile Virtual Network Operator) or to T-Mobile which offers some very
aggressive plans to get a better deal.

 

Searching on Google for AT&T MvNO brings up a bunch of results, here is one

I've been with AT&T Wireless since 2010.  I bought under contract my 3GS,
two years later 4s, and my contract is up in Feb, 2014.  If I keep my 4S,
will my monthly bill go down?  Thinking of waiting until the end of next
year to upgrade with a possible newer iPhone and lower my bill for a bit.
