Every pic that they process costs them money. They offered free service for 
over a year. They offer your first 20 processed pics free so you can determine 
if you wish to pay for their service.

If you are not worried about how long it takes for the identification to come 
back, VizWiz is still being offered for free. Note: I do not know how long this 
will continue considering VizWiz is a university project, and the US government 
is cutting education funding.
