Yup,

But using the buttons is quite different too.  For example, when I’m using my 
JBL flip Bluetooth speaker, Voiceover is extremely loud in comparison to the 
media I’m listening to.  I would usually use the rotor to turn down Voiceover 
volume independently of all other system audio.  This isn’t possible when using 
the buttons.
