Hi Angus,

There are screen protectors you can get which have some raised dots to help
navigate the touch screen. I think these are as close as you get to an
overlay, but they still don't change the fact you are working with a touch
screen device. Just out of curiocity, are you looking for an overlay because
of an additional problem you face like a motor or physical disability? I can
see where the iPhone could be a real challenge for somebody who doesn't have
a steady hand, but if you are blind and do have a steady hand then it should
just be a matter of practice.
