Primarily it is the jump of 2 generations from an A5 to an A7 processor and the fact that the iPad Mini now has a retina display which has a much higher resolution. The latter may not be of much interest to you, the former puts the iPad Mini on par with the iPhone 5S and the regular iPad in terms of processing power although Apple set the processor's clock speed slightly lower than that of the regular iPad. If you already own an iPad Mini then there is little reason to upgrade, if you are thinking of getting one then with the new processor it's a beautiful and very fast device.
