You've very likely already exhausted these options, but make sure you are updated to the latest version of iOS. Also, have you tried doing a hard shutdown of the phone? I'm using a 4S, so this might differ on a newer model, but holding down the home button and the lock button on top of the phone for several seconds will turn off the phone. Start up the phone in the usual manner, and hopefully your problem will be alleviated.
