It's in Settings -> general -> Accessibility. Go to the bottom of this

I'm passing my 4S on to my husband. We have reset everything, and want
to set the triple click home setting in case I need to use his phone.
We can't seem to find the setting. I went to General, Accessibility,
Voiceover, and it doesn't seem to be there.
Can someone help?
Thanks.
