Traci,

Do you have "reduce motion" turned on? If not, go to settings>general>accessibility and swipe down to "reduce motion" and toggle it to on. This makes a huge difference for finger print scanning.

If you've already done this, then not sure what to suggest. Any lotions or creams can interfere.
