This is very interesting.
I don't have the location services issue but ever since the 7.1 update I
have noticed my battery is draining much faster than before.

After reading your message, I went in to settings, general, background with
fresh, and turned it back on. I then check each out to determine which ones
will keep in location services on. The surprising one for me is dropbox.
When I turned Dropbox off, location services disappeared from my status bar.
