Good Afternoon All,

I just wanted to let you know that this location services "bug" of staying on 
constantly doesn't just effect us VoiceOver users.  In fact, It hadn't affected 
me (a VO user) but did affect my fiance who's not a VO user.  

I first went to Privacy> Location services (I turned on VO to do this BTW)

I noticed that not only was FourSquare on, but it said it was currently using 
his current location despite the fact it wasn't in his app switcher.  So I 
turned off the phone and back on and location services was still in the status 
line.  

I did a hard boot, holding the power button & the home button to no avail.  

So I googled location services constantly running and found the following forum

There it told me to go to the following:

You can either turn off background refresh of GPS altogether or turn off the 
individual apps that use GPS all the time like google maps, Foursquare, or 
Facebook. They will still be able to use GPS when you open them, but will not 
keep the GPS running in the background when the app is closed.
For some reason, after I updated to 7.1, this was activated and had all the 
apps updating in the background even when they were closed.
 
Now I have no problems. GPS and location services only open when I open the 
associated app.

This seems to fix it, I turned off FourSquare as directed above and suddenly 
the location services icon only shows up when FourSquare is launched as it does 
on my phone, but when FS is taken out of the app switcher the location Services 
goes off in the status line.  

Both my fiance and I have iPhone 5s and are both running iOS 7.1.  

I hope this helps someone out there.
