This only works with apps that originally came with the IDevice.  Any app 
you download can only be linked with another app that you download by using 
gestures. when using the keyboard the only option when trying to move is to 
move from one place to another.  If you try to put it on top of another app 
the option you get is whether you wish to delete the app.  You can move an 
app to an existing  folder. you just can't use the keyboard to create 
folders with apps you have downloaded.

To create a folder the idea is to move one app to the same position of
the other app. iOS then creates a folder with a name based on the apps.
For example if I move MBraille on top of Fleksy then iOS will create a
productivity folder and put them apps in there.
