Hi, if you update on phone but not on iTunes you will be prompted to
transfer purchases so they are also updated on the PC. Of course if you
have automatic app updating, then as soon as you launch iTunes, it will
download any new apps you have gotten from your phone or other device,
but as far as I know, it won't automatically update unless you tell
iTunes to. This is fine with me since I keep an extra copy of an app
older version in case the newer version isn't compatible or voice over
friendly. If I'm going to update an app and I am not sure if it's voice
over friendly and I need it, then I'll make a back up of it first.

This probably isn't the case, but you'll also need to be using an
authorized PC and the same Apple ID you used when you purchased the apps.

If you don't sync your phone to your computer using iTunes, the apps
obtained through your phone have no way of getting to the computer and
will become outdated. The various versions of an app are named
containing the version number in the filename so that any synced to
your computer should be in the Mobile Applications subfolder.
