Are these gestures you've used before on this iPhone or another iPhone
running IOS 7?
For the three finger flick up to work and bring up the Control Center,
you need to touch an icon in the status bar first. I can't tell from
your message if you're doing this first or not.
To get to the typing option in the roter, you need to be in an edit
field first. Make sure you double tap in an edit field before using the
roter to find typing and then flick up or down to switch between
standard typing and touch typing.

The tech person at the Apple store turned off control center. How do I
turn on Control Center to see if this will make a difference. For
instance, I can't flick up with three fingers to get in to control
center from settings and iCloud and I can't flick up with one finger
when I'm on Typing Mode to either choose Standard Typing or Touch
Typing. Thanks allot.
