First, when you flick up with 3 fingers to bring up the Control Centre, do you first touch an item in the status bar like the time? You said “I can't flick up with three fingers to get in to control center from settings and iCloud”, does it mean you can bring up Control Centre from the home screen, but not when you are in the Settings app? If so then Isaac already gave you the answer, make sure you enable Control Centre to work from inside apps otherwise it will only work if you are on the home screen.
As for enabling touch typing, I assume you are in an edit field and then turn the rotor to touch typing, right? Have you tried to flick side to side? Maybe your phone is locked in landscape mode so if you hold it in portrait mode and flick up and down this will register as a flick left to right or vice versa.
