No, they broke it. I contacted them via their website requesting accessibility improvements in the future and expressing my disappointment with how their reasonably Voiceover accessible app is no longer so. Who knows if it'll matter, but it can only help if others let The Weather Channel know as well. You could also leave a review regarding the same in the app store. Probably one of those things that they didn't mean to do, but did nevertheless.
