If you won't be using iCloud then I think you have to synch the
bookmarks on your iPhone with Internet Explorer on your PC and then sync
your PC with your iPad Mini. Internet Explorer on your PC is the
application that talks to both your iPhone and your iPad Mini.
I haven't used iCloud this way, but I would expect you could just turn
iCloud on on both your iPhone and your iPad Mini, configure it to just
store your Safari bookmarks and you'd be done. The scenario you're
describing is exactly what the cloud is for.
