First, if you don't need the cellular option but you still want the portability, go for an iPod Touch. It has the power of an iPhone5 (well, slightly better actually) but is also wifi-only, while being the size of an iPhone instead of a larger iPad Mini or full iPad.
Second, the iPad with an external receiver will do GPS, but most mapping/navigation apps need to pull map data from some server or other, necessitating a data connection. So, if phone calls, texting (not with iMessage), anywhere internet access for navigation and other apps, and GPS is your thing, do the iPhone. Otherwise, choose between the iPad and iPod Touch, depending on how much you want to spend and how large a device you want. Also remember that we have the iPad Mini in the mix.
