Google Maps, Apple Maps, Seeing Eye GPS, Ariadne, Around Me, and most other GPS 
based apps on the iPhone constantly pull data over mobile data connection on 
the iOS device. Therefore, they only work with iPhone and iPad with 3G. For 
most of these apps, the data stream is rather minimal, so the data cost is not 
very high.

Navigon and TomTom store the maps on the iDevice. Therefore, these apps require 
much more space, and are more expensive than the others, save for Seeing Eye, 
which because it is marketed exclusively to the blind, is extremely expensive 
even though it uses internet maps and data connection rather than saving the 
map on one's device.
