There really is not much need for a new North American system, the GPS network does cover the entire world and accuracy is not necessarily a factor of the technology but also a result of the government keeping it to a certain level of accuracy by adding a deliverate factor of inaccuracy. Also, keep in mind that any iPhone since the 4S can not only take advantage of GPS but also of the GLONASS satellite system which was put up by Russia and which also covers the globe.
