Safari will download some file types but not others. It will play many media types, and it works with pdf files. I haven't tried it with text files. Generally, though, a file downloader app like filer or downloads would work much better for this purpose. For example, last night I downloaded a pdf image with downloads and it prompted me to open it with a list of apps. I chose Prizmo and OCR-d it. That worked out better than I anticipated.
