No but it's all down to the sandboxed file system Apple uses. When iOS 8 is released to the public in the Fall this will still be the case however a new iCloud feature called iCloud Drive should allow you to store documents and other things in your cloud space. So although not an entire open approach one would hope to be able to see and manage what's in their cloud space.

Not possible. Apps that can open and save files can have the ability to
open and or save files from and or to other apps. But this is not system
wide. For example with Dropbox and an app like Audio Share I can save my
recordings from AudioShare to Dropbox. It might be the same for Voice
Dreamreader. As you can see it's complex because the facility is on a
per app basis.
