You are in the right place, but find that adjustable item and simply swipe up or down. That is, don't double tap on it first, just move to it and swipe. It should adjust in five percent increments. Also be sure that the up/down swipe is fast enough; it sounds like you may be moving your finger too slowly, and having the gesture interpreted as simply moving your finger on the screen.
