No, iCloud accessibility is not good even on a Mac with Safari. I can get a
few things done with Jaws and by using the Jaws cursor a lot to click on
stuff, but then again there usually isn't much need for me to access iCloud
on the computer via the web interface. Nonetheless it would be nice if Apple
implemented some accessibility for iCloud.com.

 

What is it you want to do on iCloud.com?

I go to the page but I am unable to get anything at all out of it on my PC
with MSIE8 and 11.

Yes to both. Once you start syncing anything (contacts, calendars,
reminders, Safari, etc) with iCloud, the data is backed up each time you
change it and the app sycs. Full iCloud backups of your device happen when
the device is connected to wifi and locked, but backups of iCloud-synced
data go on all the time.

 

You can log into www.icloud.com <http://www.icloud.com>  and access the
things you normally can on your phone, so long as you are backing them up.
That site is not great with screen readers, but most of it is usable.
However, all this data syncs to iCloud devices, not just the site. So, when
I add contacts on my Mac, my phone has them as well, for instance. Or if you
had an iPad as well, you could set up some calendar appointments on that and
they would appear on your phone.
