Having lived in the Bay Area for awhile in the past, I know that a commute from 
Berkeley to Palo Alto will be a long one. What sorts of apps are you looking 
for? Are you going to be reading using Braille or speech? Do you want to use a 
phone in conjunction with your apps, or do you want to do your work 
uninterrupted by phone calls? Many public transportation vehicles have WiFi 
these days. Some of the battery consumption considerations have a lot to do 
with how much you use WiFi and Bluetooth. Bluetooth will be used with Braille 
displays and with phone calls. So there are a lot of factors which go into 
battery life.

Any smart phone is going to be a battery hog.

As for transportation apps, (sorry; I may not have been clear about your 
questions, so I hope this info is relevant), I use HopStop. See if the local 
public transportation agency has their own app for you to use, i.e. AC transit 
or Samtrans or any other relevant agency.
