If I don't clear out my app switcher and forget about it, I'm amazed when I do get round to it just how many apps are opened. I believe my pages of apps is modest at 7 pages on my 5s. I have heard of folks who have 20 to 30 pages worth.

If a developer does a poor job coding am app then having said app in the app switcher could drain battery or do something else which might have a negative effect on how your device performs. Despite everything I think it's good practice to clear out the app switcher from time to time, for me it's a habit and I never leave stuff in there if I don't use it and if I haven't rebooted my phone in a couple of weeks I do that as well. In iOS7 especially, Apple manages everything so you never need to close apps manually unless you need to restart a specific app. Generally, you can leave your App Switcher alone and things will work fine. I never clear out apps, unless I know one is going to suck down battery and I don't need it, and my iPhone never locks on me. Try the restart and let us know if that fixes the problem.
