Siri will go through whichever network is available, so wifi plenty good. 
Cell if not around wifi.  wifi of less than 4mbps is hardly broadband at 
all.  If cell data can handle it, than wifi should.

An iPad with cell data would be a big jump in price, but could go anywhere, 
and still have wifi capability anyway.

Just a wifi model would be cheaper, but still require user to buy a wifi 
router, or trust a public service of some kind.  Not to be recommended. 
Broadband service providers usually provide the wifi gismo as that is the 
thing these days.

I have a friend who has no computer or wi-fi but who is interested in
getting an iPad so he can talk to Siri. What is the bare minimum needed in
order to do this? I always thought Siri came through the cell service so is
that required to be able to use it? Can you engage Siri with an iPad and
wi-fi? What would be the minimum amount of wi-fi service required to do
this?
