Siri will go through whichever network is available, so wifi plenty good. Cell if not around wifi. wifi of less than 4mbps is hardly broadband at all. If cell data can handle it, than wifi should.
An iPad with cell data would be a big jump in price, but could go anywhere, and still have wifi capability anyway. Just a wifi model would be cheaper, but still require user to buy a wifi router, or trust a public service of some kind. Not to be recommended. Broadband service providers usually provide the wifi gismo as that is the thing these days.
