Try using the call button when you iniate the call.
That's the only way I could get it to work.

  I have had an issue recently when I needed to make a call.  I dialed the 
number and then put the phone to my ear.  
  I then had to enter an extension but didn’t want the phone going in to 
speaker mode.  
  I attempted to search for the numbers but voice over said nothing.  
  My question is, how do you get voice over to read the keypad buttons when the 
phone is close to your ear either to enter numbers, end a call etc?
