I checked out m.facebook.com and found the same result...only allows comments to the main post and not a 'reply' to a specific comment. What Donna may have been referring to was what Feliciano mentioned about being able to reply to a comment on a page as opposed to on a regular post.
To tag someone in your comment or post simply start typing their name. Although there are no VO cues matching names begin to appear in the edit field below where you're typing the name.
