My wife’s iPad Air has had that from time to time. Visually she says that the icon is faided out. The only I’ve been able to remove apps like this is to connect the device to the computer and uncheck it from the list of apps to sync and then perform a sync.
It’s not an iOS 8 issue> Rather than just one of those things.
