OK,
It seems that you have 2 options,
1 turn off iMessage before sending to that person,
or
2. enable the option to send a text if iMessage is not available.
When I try to text someone and they are not on wi-fi, the send iMessage button turns to send using text button.

as an iMessage.
It does not count against your monthly text allowed by your cell provider.
