Let me try to be more clear on hat I want.
settings|icloud
contacts and sefary are on.
settings|icloud|storage and data
avalable 5 gig of 5 gig
icloud backup is of.
When I get my new iPhone can I log into icloud
and have my contacts and sefary bookmarks on the iPhone 6+?
If not, How would I accomplish this?

I don't wanna backup the full phone. I only have 5 gig free. the phone
has more than that if I back up everything. I just want the contacts and
sefary bookmarks backed up. like I said they're on but, under storage and
data icloud backup isn't on. since the cloud says 5 gigs of 5 gigs. I'm
not sure the contacts and sefary bookmarks are being stored. That's all I
want an d not the full phone backup.

You need this on. You also need to make sure that the phone has been
backed up. Once you've done this, it will remember the layout of your
screen as well as which apps are on the phone.
