Hi Christopher,

That is correct, but if you flick down to Accept and then double tap it
still is necessary to unlock the phone before the call is connected. I don't
know if this is the case for non Voiceover users, but it's too bad it
doesn't just connect the call from the lock screen.
Also, if I have a text message notification, flick to Delete and then double
tap it does not get deleted. If I unlock my phone after doing that and open
the Messages app that text message is still there.

You should be able to interact with the notification by flicking up or 
down with one finger on the action you wish to perform on the 
notification. So for example with Skype you may see actions such as 
accept for calls and reply for chats.
