I think this might just be another bug in iOS 8. I read that this one also affects sighted users and it seems that some apps just randomly can't access the camera even though they are allowed to. The good news is that if this is not isolated to Voiceover then a fix will probably be more likely to come sooner rather than later. I would try the following:
1. Turn off Camera in Privacy for Light Detector, then delete the app. 2. Throw everything out of the app switcher and reboot your phone, i.e. turn it off completely, wait 30 seconds and turn it on again. 3. Download the app again from the App Store and hopefully when you open it the first time you will be prompted to allow the app to use the camera and it will then work. If Apple continues to do foolish things like this on their updates, then I will switch to a droid. What a sad day that would be.
