No, u don't need WiFi to check your version or to check for software
updates.

However, while you could swipe through the entire software update screen in
iOS 7.1.2 including the version, you can't swipe in that screen any more.
You have to check the version by exploring the screen with your finger, it's
roughly in the middle. If you slowly drag your finger down the screen you'll
find the version and below that "Your software is up to date".

Also, I assume you meant to say that you are running iOS 8.0.2 since iOS 8.1
is only just now out in Beta and there definitely is no 8.1.2 yet.

On my iPhone 5, using cellular data, I'm running iOS 8.1.2.  When checking
in the settings for software update, it does not show what version I'm
running or whether there is an update or not.  Swiping to the right, I hear
"general back button", "software update heading", and then the bonk sound.
I find this strange.  I wouldn't think that WiFi is needed to check for
updates.
