I was just playing around with moving apps in the row above the dock and I 
think this is what the trick might be. Double tap and hold on the app you want 
to move this will allow you to move the app, but if you take your finger off it 
for some reason the apps in that row in edit row cannot be moved in edit mode 
only deleted, so if that happens get out of edit mode then double tap again and 
hold which allows you to move the app. It can be done but if you are moving a 
lot of apps around the process is just now longer and takes a bit of patience 
as you will keep having to exit edit mode to move any apps in the bottom row.
