Brian, There is no difference as far as I can tell with respect to moving apps. If it works on the iPhone 6 or 6 Plus then great, but that means it's a bug for smaller devices. The interesting thing is that it appears to be only an issue when Voiceover is running which therefore means it's a Voiceover bug. Your suggestion also does not work for me. If I double tap and hold 2 of my 4 apps in the row above the dock go into edit mode and I can move them. The other 2, the left most and the one next to it, will not go into edit mode or move and I can't delete them, either.

Double tap and hold on the app you want to move this will allow you to move the app, but if you take your finger off it for some reason the apps in that row in edit row cannot be moved in edit mode only deleted, so if that happens get out of edit mode then double tap again and hold which allows you to move the app. It can be done but if you are moving a lot of apps around the process is just now longer and takes a bit of patience as you will keep having to exit edit mode to move any apps in the bottom row.
