There definitely seems to be a bit of strangeness going on here. I have a 
developer account and installed iOS 8.1 Beta on my wife's iPod Touch Fifth Gen. 
I hadn't updated it to 8.1 Beta 2 and under General, Software update I had a 
notification the other day that 8.1 Beta 2 was available and I guess it 
downloaded automatically. So yesterday I went into Usage and Manage Storage and 
here was iOS 8.1 Beta 2 showing with 600 something Mb. I deleted it and even 
after a reboot and after a Reset All network Settings it shows me on the 
Settings app badge icon that there is an update, if I go to General it shows me 
also on software update that there is an update, but when I go into Software 
Updates I am told that I have 8.1 and that it is the latest version. I know, 
however, that when I check the built number in the About section that my iPhone 
5S which had iOS 8.1 Beta 2 installed before and which gave me the option to 
update over the air to the official iOS 8.1 yesterday has a higher built number 
than my Beta on the iPod Touch.

If I connect the iPod Touch to iTunes and click on Check for Updates it tells 
me that I have the latest version. I think I'l give Apple a call about this 
today or maybe I just download the full IPSW file and force the update.

I am sorry but have the same issue as Les Kriegler, I am living in Europe 
Belgium, I have an Iphone 5s 64 gb and running IOS 7.12. The iPhone was 
connected to wifi and has been loading all night long on the adapter but I 
still get ios 8.02 as the latest update available on my phone.
