Most Voip apps give you access to your contacts including Skype. The app Brian 
mentioned here in Canada from Rogers is nothing but Roger’s own Voip app. If 
you don’t want to use Skype or Magic Jack, you can use apps like Bria, Acrobits 
or Groundwire (both Acrobits and Groundwire are by the same developer) and 
these apps let you configure just about any SIP based Voip service. I used to 
use Groundwire, but recently switched to Bria for the simple reason that Bria 
allows me to use their DialPad to dial phone numbers using touch typing just 
like in the native phone app. This also works with Skype, but with Groundwire 
you have to double or split tap each number. Bria is super accessible and gives 
you easy access to your phone’s contacts, basically you have a Contacts tab at 
the bottom just as in the native phone app and you see  your iPhone contacts, 
you have the table index and search field and any number you tap after 
selecting a contact is dialed from the Bria app using whichever Voip provider 
you set up to use. Here is the link to Bria in the app store, the app costs

How about Magic jack?  It allows you to make free calls in the US and Canada 
using wifi.

yes, there is.  it is called rogers one number.  suspect bell has something 
similar.  don't know of any such thing for us carriers but suspect some of them 
do have such an app.  I can make calls without using my minutes and it will use 
wifi to call any phone number in Canada  good for when the cell signal sucks 
but there is good wifi.
