Hi Kelly and all the many others who have answered this. I am now using Magic 
Jack and the call quality, to my ears, is much better then Skype Out. I will 
also try the Vonage app. Thanks for the information on how these differ.

The Magic Jack app is free. I had a bit of trouble getting signed in. They give 
you a 5 character access code. It took me a while to figure out why when I 
pressed the second character, things got screwy. That's because they give you a 
separate edit box for each character. Very strange, but if others may be doing 
this, perhaps they won't now have the same problem. I Also kept being told that 
my password and the matching password I entered was incorrect. There was no 
explanation as to why. So, I finally gave up and took the app out of the app 
switcher. It now works. Who would have thought.

I have both the Magic Jack and Vonage apps on my phone.  Magic Jack limits 
calls to 90 minutes. If a long call is disconnected, the service cannot be used 
for 15 minutes.  However, one can make an unlimited number of calls shorter 
than 90 minutes.  The Vonage app has no restriction on call length.  However, 
users are limited to 3,000 minutes of calls a month.  The Vonage app cannot 
receive calls.
People can return calls through caller ID with the Magic Jack app.
However, users are not assigned a phone number and a pooled number is displayed 
to those receiving calls through the app.  Calls can be placed using iPhone 
contacts with both apps.

I believe you are speaking about Voice Over LTE regarding improvements in call 
quality.  Verizon is leading the way on this because it enables people to speak 
on their iPhones and access the Web and Internet services at the same time.  
Other carriers are rolling it out more slowly.  People can already speak and 
access data services at the same time on their networks.  Some people activate 
noise cancellation in the hearing section on accessibility settings to improve 
the sound quality of calls on their iPhone.
