Yes, my phone does this as well, somethines it reads the notifications on the locked screen and others it doesn’t.

My IPhone 4s does the same thing. It's so annoying. I had a friend ask me the other day, "Jerry why does your phone keep reading the time every few minutes?" Sometimes it reads them and other times it just gives me the time and if I want to read the notification I have to flick to the right. I’ve got speak notifications always turned on and each of my notifications is set to allow notifications on and show on locked screen on. Is this a bug or am I doing something wrong?
