I have a 4s and have been holding off on updating because, besides the VO bugs, 
I have heard that IOS8 is relatively slow and unstable on a 4s.  Given what you 
said concerning updating, I am assuming that you have not found this to be the 
case?

I'm not sure what you're saying below, but if you're saying someone shouldn't 
upgrade their iPhone 4S to IOS 8 then I would say that depends. There are new 
features in IOS 8 that are supported on the 4S that someone may want to take 
advantage of. From following this list, I'm not aware of any bugs I'm seeing on 
my 4S that are specific to the 4S. As near as I can tell, I'm hitting the same 
bugs everyone else is on all devices. IOS 8.1.1 is also supposed to address 
issues on older devices, so that may be the version of IOS 8 to move to, 
assuming they also fix some of these VoiceOver bugs. So, I'd agree, if it isn't 
broken don't fix it, but if you want to  take advantage of features like family 
sharing, braille input and so on then go ahead and update at some point.
