Yes that is correct. If you have hybrid, 3D, or any other map display option selected the tracking feature won't work. You also have to have the tracking option selected to "on with headings".
This feature really helped me out the other day when I was in an unfamiliar area of town. I was trying to get from the building where my appointment was to the light rail stop. It was less than 3/4 mile away and Apple Maps told me exactly what direction to turn and when. I have also tried using it while riding in a car but sometimes it does get annoying. In a densely populated area it will announce almost every street crossed.
