Actually, I'm talking about the clicking sounds I hear when I am swiping through apps on my home screen etc. I can change the volume of VoiceOver, but this doesn't seem to effect the volume of the clicking sounds. I can turn off sound effects, but I would like to have the sounds, just at a lower volume if this is possible.

If you mean the clicking sounds when you use the virtual keyboard, I've noticed the same but with the lock sound. It seems like even if I have VoiceOver set to a lower volume, the clicking sounds and the screen lock sound tend to be louder in iOS 8. I've noticed this at least since iOS 8.1.
