I don't think they can be moved least it doesn't appear to be so from what I
can tell.

Right, I got that, but they are in the don't include section or whatever
it's called, which is where you put things when you turn them off. I realize
that they are on, but I wondered why they were in this section and if I
somehow needed to move them some how.

It looks like the government alerts that you speak of are a completely
different heading. Under those you have Amber alerts and emergency alerts,
both of which are buttons you can toggle on/off.
