The government alerts are not in the don't include section. You have three sections, include, don't include and the government alerts. The government alerts section just happens to be after the don't include section, but it is not a subsection or part of the don't include section.

It looks like the government alerts that you speak of are a completely 
different heading. Under those you have Amber alerts and emergency alerts, both 
of which are buttons you can toggle on/off.
