Why not use iTunes? If you use an app you still have to send the ringtone you create on your device to yourself via email so you can save it to your iTunes folder and import it. I have tried a couple of apps a few years ago and just found the process easier in iTunes. For whatever it’s worth, I believe 2 of the apps I tried and which were accessible back then were Ringtone Wizard and Ringtone architect.
