I use a dictionary called Ultralingua for which you can buy any number of available modules. I, too, found that when moving around the definition html area, most words would be reported by voiceover as "clickable". This was so annoying. What I did then to deal with the situation was to go to voiceover utility with vo+f8, and in activities I created a new activity limited to Ultralingua only that tells voiceover not to say "clickable". This is how I solved the problem.
