Yes, you can gift e-cards or itunes credit to someone. And if you can
find a way to pay for foreign giftcard, you might able to give them
that from their own country too.

But what sieghard said make sense. Different appstores have different
currency and copyright issue, that make sense if it does not work for
cross-countries giving.
